The selection process of grant applicants is articulated into two phases. First, applicants submit a concept paper presenting the intervention to evaluate and briefly explaining why and how they intend to do the evaluation. The most promising proposals is then invited to submit a full evaluation research proposal for the second phase of selection. Based on the advice of an assessment team of experts, successful grantees are selected and receive funding to conduct the proposed evaluations.
